For almost 1 year President Roosevelt stepped up his illegal aggressiveness against the Third Reich. Repeatedly breaking the US Congress' Neutrality Laws, International Naval treaties, and the wishes of the majority of American voters! Hitler repeatedly refused to rise to the bait. At last Imperial Japan was forced to attack US military outposts or face economic destruction on December 7, 1941. Four days later Hitler answered Roosevelt in this war declaration speech!
